Polish Authorities Arrest Four Individuals Behind DDoS-for-Hire Platforms

Polish Police Dismantle Global DDoS-for-Hire Operation Linked to Six Platforms 

Polish authorities have arrested four individuals who were allegedly behind a global network of DDoS-for-hire services. The suspects are accused of operating six stresser/booter platforms: Cfxapi, Cfxsecurity, Neostress, Jetstress, Quickdown, and Zapcut. These services offered distributed denial-of-service (DDoS) attacks for as little as €10. 

According to Europol, these platforms were used to carry out thousands of cyberattacks targeting schools, government institutions, businesses, and gaming services between 2022 and 2025. Customers could pay to flood websites or servers with malicious traffic, causing them to become inaccessible for extended periods. 

Stresser/booter services are online platforms that provide DDoS attacks as a paid service. Originally marketed as tools to test network robustness, these platforms are often used for malicious purposes. Unlike botnets, stresser/booter services rely on rented infrastructure and are typically sold anonymously through underground forums and the dark web. 

The arrests were part of an international operation involving law enforcement agencies from Poland, the U.S., Germany, and the Netherlands. Dutch authorities set up fake booter sites and shared seized data, which aided in the arrests. Additionally, the U.S. seized nine booter domains, and German authorities helped identify suspects, demonstrating strong global coordination against DDoS services. 

The seizure of these six DDoS-for-hire platforms is part of Operation PowerOFF, an ongoing international law enforcement initiative launched in 2018 to combat booter platforms. 

In December 2024, a global law enforcement operation under Operation PowerOFF led to the disruption of 27 of the most popular DDoS platforms, including zdstresser.net, orbitalstress.net, and starkstresser.net. 

In November 2024, German police shut down the DDoS-for-hire platform Dstat.cc, which allowed users to launch DDoS attacks. Two men, aged 19 and 28 from Darmstadt and Rhein-Lahn, were arrested in Germany for allegedly managing the platform, which was also involved in large-scale drug trafficking. They are accused of operating a criminal trading platform for commercial and gang activities and are set to appear before a judge today.
