Microsoft Issues Emergency Fix for Windows 11 Boot Failures Following May 2025 Security Update
Microsoft has released an urgent out-of-band update to resolve a critical issue affecting some Windows 11 systems after installing the May 2025 security update (KB5058405). The problem causes certain devices primarily virtual machines running Windows 11 versions 22H2 and 23H2 to fail to boot, displaying the recovery error 0xc0000098 related to the ACPI.sys driver, which is essential for power management and device configuration.
Scope of the Issue
This problem predominantly impacts enterprise environments, including:
- Azure Virtual Machines
- Azure Virtual Desktop
- On-premises virtual machines hosted on platforms such as Citrix and Hyper-V
Windows 11 Home and Pro editions used in typical consumer environments appear largely unaffected.
Microsoft’s Response
Following reports of installation failures and boot errors, Microsoft acknowledged the issue and quickly released a non-security out-of-band update, KB5062170, to address the problem. This update is available for manual installation through the Microsoft Update Catalog.
Guidance for Users
- For affected Azure customers: Microsoft recommends using Azure Virtual Machine repair commands as an immediate workaround if the May security update has already been applied.
- For virtual desktop infrastructure environments: Microsoft advises applying the KB5062170 out-of-band update prior to deploying the May 2025 security update to prevent the issue.
Related Updates
- In April 2025, Microsoft resolved a latent code issue that was causing Windows 11 upgrades to bypass Intune upgrade blocks.
- The company also fixed a problem blocking Windows 11 24H2 feature updates via Windows Server Update Services (WSUS) following April’s security releases.
- Earlier this month, emergency updates were issued to fix a Windows 10 bug that forced devices into BitLocker recovery mode after applying May security updates.
If you manage Windows 11 virtual environments, it’s crucial to install the KB5062170 out-of-band update promptly and follow Microsoft’s guidance to avoid disruptive boot failures caused by the May 2025 security patch.
