Czech Agency Warns of Chinese Espionage Threat to Infrastructure

The Czech Republic’s National Cyber and Information Security Agency (NUKIB) is warning that Chinese technology poses a growing threat to the nation's critical infrastructure. The agency stated that Chinese-made devices and cloud services are increasingly being used in sectors like energy, healthcare, and transport, giving foreign suppliers significant influence over operations and access to sensitive data. 

NUKIB specifically cited the threat from the Chinese cyberespionage group APT31, also known as Zirconium or Judgment Panda. The Czech government has condemned China for a cyberattack in 2022 where APT31 hackers infiltrated a ministry's unclassified system and remained undetected. A joint investigation by Czech intelligence agencies concluded with "a high-degree of certainty" that China was responsible for the attack. The EU and NATO allies have also expressed solidarity with the Czech Republic, and the EU noted that Chinese hackers have increased their attacks on member states. 

The Czech cybersecurity agency emphasized that Chinese laws grant authorities broad power to access data and compel private firms to cooperate in state-led espionage. For this reason, Czech organizations are required to treat cyber risks from China with seriousness and implement the necessary protections. While the warning is not binding for citizens, NUKIB advises them to be cautious about the technology they use and the data they share.
